Subject: REGULARIZATION OF CONTRACT.

I am directed to refer to your letter No.TM-1/H.3-1/CSR/2022- 23/3062 dated 24-10-2022 on the subject noted above.

2. The case has been examined in Regulations Wing, S&GAD in the light of Punjab Regularization of Service Act-2018 as amended in 2019 and it is observed that:-

The Punjab Regularization of Service Act-2018 was amended in 2019 to facilitate the regularization of contract employees and to broaden the scope of the Act to all the contract employees who have continuously been serving as such for a period of three years vide Notification bearing No.PAP/Legis-2(30)/2019/2164 dated 13-12-2019.

2. Section 2(3) of the Act Ibid provides that it shall apply to all the persons employed on contract in a department, who have completed three years continuous service before or after the commencement of the Act.

3. In view thereof, the views contained in para 3 of the above said reference dated 24-10-2022 are correct, therefore, may proceed further into the matter accordingly.

I am directed to refer to the subject cited above and to submit that a meeting was held on 24th November, 2022 under the chairpersonship of Special Secretary School Education Department regarding implementation of directions of the Hon'ble Lahore High Court, Lahore in Writ Petition No. 105643/17 filed by Muhammad Shahid vs Government of Punjab, wherein, the following decisions were taken.

1. The CEOs/DEAS to ensure that the school council week is celebrated from

28th November 2022 to 3rd December 2022 in true letter and spirit. 2. The CEOs must ensure that the School Councils meetings are convened during the School Councils Week and the pictorial evidences, pictures etc. are shared with the department.

3. The participation of local / district administration in such meetings may also be

FACE TO FACE TRAINING OF DSES & AEOS FOR MODULE-I ESTE PROJECT (2022-

2024)

2. QAED Punjab is going to manage 06 Days' face to face training of District Subject Experts (DSES) under School-based CPD of PSTs for Module-1 of EaSTE w.e.f. 05-12-22 to 10-12-22 at QAED Punjab, Wahdat Road Lahore. The list of selected DSES (123) is attached at Annex-A.

The District Subject Experts (DSES) will deliver 05 Days' face to face training to

Assistant Education Officers (AEOS) w.e.f. 12-12-22 to 23-12-22 in two Batches at District QAEDs in

36 Districts of the Punjab.

4.

The District QAED Heads are, therefore, requested to do the following:

a) coordinate with the concerned CEOS for relieving of DSES and AEOS from

their schools/ workplace for training and ensure 100% attendance of DSES & AEOS during trainings as per schedule shared above.

b) The allocation of DSES for training of AEOS at District QAEDs is attached

at Annex-B.

5. The soft copies of training content for AEOS' training & timetable has been shared through email. The QAED Heads will get photocopy of the training content for the trainers (DSES) and the participants (AEOs). Timetable of AEOs' training will be shared through email before

commencement of the training. 6. The financial guidelines for the training of AEOS will be issued by the Deputy

Director-Finance of QAED Punjab. The District QAED Heads will ensure 100% attendance of the DSES and AEOs as per
